The winner of the tender conducted by the Azerbaijan State Economic University has been announced.
Yeniavaz.com reports with reference to published official information, the winner of the tender in the amount of 24,573 manats 50 kopecks was Art Arena Construction LLC (TIN - 1506590081).
Art Arena Construction LLC will sell personal protective equipment to the State Economic University - 80 gas masks, 80 respirators, 10 hygiene bags, 5 sanitary stretchers, 25 first aid kits and 5 sets of fire extinguishing clothing.
The legal address of Art Arena Construction LLC, whose authorized capital is 10 manats, is Narimanov district, Karabakh, building 37, apt. 4. Hasanov Seymur Yashar ogly is the legal representative of the LLC.
An interesting and strange part of the tender is that the winning company, Art Arena Construction LLC, was registered just 22 days before the start of the tender.
The tender competition began on December 7, 2023, and the winner of the tender, Art Arena Construction LLC, was registered with the state on November 14, 2023.
As we have repeatedly noted earlier, this case does not meet the qualification requirements for shippers (contractors) of Article 6 of the Law “On Public Procurement”. Thus, in paragraph 6.2.1 of this article it is clearly written that in order to ensure the execution of a purchase and sale agreement, it is necessary to have professionalism, experience, technical and financial capabilities, manpower, managerial competence, and reliability in the relevant field.
It is unclear why a company created just 22 days ago won the tender.
It should be noted that there is no information about Art Arena Construction LLC in open Internet resources. The company that won the tender for 24.6 thousand manats does not have an official website or even a social network account.
