Born on August 10, 1970 in the Bilasuvar region. In 1987, he graduated from secondary school No. 1 named after N. Ganjavi, Bilasuvar district, with a silver medal.
In 1988, he was admitted to the Baku branch of the Leningrad Financial and Economic Institute named after N.A. Voznesenki. In 1993 he graduated from the Economic University with honors with a degree in economics.

Aliyev Vugar Ismail oglu – head of the Main Customs Department of Nakhchivan.
Vugar Aliyev was born on November 24, 1979 in Baku. Vugar Aliyev is the son of Doctor of Chemical Sciences, Professor Ismail Aliyev. Ismail Aliyev is currently the head of the Department of Life Safety at Baku State University.
In 1996 he graduated from secondary school No. 158 in the Yasamal district of Baku.
In 2000, he graduated from the Azerbaijan Institute of Cooperation with a bachelor's degree, and in 2002, with honors, a master's degree in management. On December 30, 2002, he entered full-time graduate school at Baku State University with a degree in “Economics and Management of the National Economy,” and in 2005 defended his Ph.D. thesis on “Problems of application of customs tariffs in regulating foreign economic activity of the Republic of Azerbaijan.”

In 2006-2008, he worked as a leading consultant and senior consultant at the Antimonopoly Policy Department of the Ministry of Economic Development.
In 2008-2016, he worked as a senior inspector, chief inspector of the Department of Customs Taxes and Duties of the Main Directorate of Financial, Tariff and Currency Control of the State Customs Committee, and in 2016-2018 - head of the Analytical Department of the Committee.

Jahangirov Anar Niyaz oglu – Head of the Main Customs Directorate for Air Transport.
Anar Jahangirov has been working in the Customs Committee for many years. He previously worked as a cargo terminal inspector. After the appointment of Bahruz Guliyev, who headed the Main Customs Directorate of Air Transport in 2018-2022, as deputy chairman, his responsibilities were temporarily assigned to Anar Jahangirov. In March 2023, he was appointed head of the Main Customs Directorate of Air Transport.

Kenan Ashurlu was born in 1971 in the Sharur region of the Nakhchivan Autonomous Republic. He worked in the Ministry of Emergency Situations for many years.
