The winner of the tender conducted by the Scientific Research Institute of Agriculture of the Ministry of Agriculture has been announced.
Yeniavaz.com reports with reference to published official information, the winner of the tender in the amount of 49 thousand 493 manats 18 kopecks was Sayllon az LLC (TIN - 1203458101).
Sayllon az LLC will sell chemicals, reagents and markers to this institution on behalf of the Agricultural Research Institute.
The legal address of Sayllon az LLC, whose authorized capital is 10 manats, is located at Khazar district, Ali Isazade, building 23 (Bina village). The legal representative of the LLC is Hasanov Murad Akbar oglu.
An interesting and strange part of the tender is that the winning company, Sayllon az LLC, was registered by the state just 2 months before the start of the tender.
The tender competition began on December 4, 2023, and the winner of the tender, Sayllon az LLC, was registered on October 2, 2023.
It should be noted that this case does not meet the qualification requirements for shippers (contractors) of Article 6 of the Law “On Public Procurement”. There is no information about Sayllon az LLC in open Internet resources. The company that won the tender worth 50 thousand manats does not have an official website or even a social network account.
It should also be noted that Sayllon az LLC, created just 2 months ago, has already won 3 tenders. About a month and a half after registration, the LLC won the tender of the Council on Television and Radio Broadcasting in the amount of 14.8 thousand manats and the competition of the Central Election Commission for 24 thousand manats (60 director’s chairs).
Another noteworthy point regarding Sayllon az LLC is that the legal representative of the company, Hasanov Murad Akbar, was appointed as the head of two more LLCs registered at different addresses on the same days.
One of them is Kaskad-Den Group LLC (TIN - 1806467141), registered at the address Eldar Khalilov building 3, Bakikhanov village, Sabunchu district, and Akasiya RR Corp LLC (TIN - 1506535021), registered at the address Ahmed Rajabli building 57, Narimanovsky district.
The group of companies “Kaskad-Den Group” under the leadership of Murad Hasanov won 3 tenders, despite the fact that it was registered 2 months ago. This LLC will sell biological assets worth 22,760 manats to the Ministry of Agriculture, fertilizers worth 3,280 manats to the Central Election Commission, and various goods worth 19,270 manats to the Ministry of Youth and Sports.
The third company, headed by Murad Hasanov, Akasiya RR Corp LLC, won the tender of the Ministry of Agriculture in the amount of 43 thousand 60 manats.
It should also be noted that a large number of companies that won 3 tenders within 2 months were registered at the legal address of Sayllon az LLC. The similarity of the company names also suggests a connection between them. For example, “Akasiya RR Corp” LLC, registered at the address Ahmed Rajabli, building 57, Narimanov district, where the legal representative is Murad Hasanov, and “Shafaq RR Company” LLC, registered at the address, building 23, Ali Isazadeh (Bina vil.) , Both Khazar districts (TIN - 1203483581) have the letter “RR” in their names.
The directors of these companies also manage several companies registered at other addresses and, despite their recent establishment, have won many tenders.
