What Armenia PM means by talking about private security in case of unblocking communications?

Armenian Foreign Minister Ararat Mirzoyan clarified what Prime Minister Nikol Pashinyan had meant at his recent press conference when he spoke about private security in case of unblocking communications.
At the joint press conference with his visiting counterpart from Luxembourg on Monday, Mirzoyan first said that he never ceases to be surprised how what was said is transformed, and "independent" analysts present fiction as reality.
“Nothing that would involve creating a corridor and transferring overseeing [of that corridor] to any party is being discussed. We [i.e.] have already stated that the presence of third forces is unacceptable. Nothing has changed in our position," assured the Armenian FM.
According to him, it is about something else. According to Mirzoyan, in order to increase people's sense of security, and this is one of the discussed options, it is possible to engage an enterprise licensed in both countries—probably referring to Armenia and Azerbaijan—whose employees can accompany cargo or passengers by train when the railway communication is unblocked.
