PUBLIC NOTICE OF SELECTION PROCESS - 03 / 2024

Vacancy - SUPPORT ASSISTANT (DRIVER)

The Embassy of Brazil informs interested parties, through the Selection Committee appointed by H.E. the Ambassador of Brazil, that it will conduct a selection process for the hiring of one local assistant, with no link to the Brazilian public administration and whose contract will be governed entirely by Azerbaijani labor law, to perform the function of Support Assistant (Driver) at the Embassy of Brazil, under the terms of the present Notice.

1. Definition of Functions and Conditions of Employment

1.1 Support Assistant (Driver) is an employee with basic education hired locally to provide support services to the Embassy of Brazil, on a full-time basis, with an employment relationship fully governed by Azerbaijani labor legislation. No formal link with the Brazilian public administration will exist. This selection process is not hiring for a public governmental position, and the position of Support Assistant (Driver) is not a public position or function, nor is it equivalent or bears any relationship to a government administration position or function.

2.     Workload and salary

2.1 Support Assistant (Driver) position requires exclusive dedication.  The Support Assistant (Driver) will work 40 hours per week, with working hours to be determined. 

2.2 The gross salary of the Support Assistant (Driver) will be AZN 1.318,24 per month.  

3.      Functions

The Support Assistant (Driver) shall perform general tasks, including driving Embassy official vehicles, according to the needs and instructions of the Embassy. Duties will be performed at the Embassy’s chancery, and other locations as indicated by the Embassy. The Support Assistant (Driver) must observe proper social manners and wear clothing appropriate to his/her duties. He/she must hold a valid driver's license permitting the candidate to drive cars in a professional capacity, be familiar with and respect all applicable traffic laws, and have good communication skills, including satisfactory knowledge of English. Proficiency in routes within and outside Baku, as well as familiarity with maps and navigation apps, is required. The Support Assistant (Driver) must accept the Embassy staff members' indications regarding alternative routes. The employee must be trustworthy, reliable, and maintain a strict work ethic while keeping discretion regarding their obligations. Motivation, initiative, and teamwork ability are essential, as is flexibility to adjust to reasonable working hours as needed under Azerbaijani labor law. The Support Assistant (Driver) shall take due care of the vehicles, which are the property of the Embassy of Brazil in Baku.

4. Application Requirements

  1. Those interested in applying for the selection process must submit the following documents to the application:
  1. be an Azerbaijani citizen or hold regular migratory status in the Republic of Azerbaijan, which allows the exercise of a remunerated activity in the country;
  2. have a certificate of registration on the Azerbaijani social insurance system (or a signed declaration that the applicant meets the necessary requirements to be enrolled in the social security system of the Republic of Azerbaijan, if he/she does not have previous work experience);
  3. Be at least eighteen (18) years of age and hold at basic education;
  4. Have a good command of Azerbaijani and English;
  5. Not hold any public office, employment or function in Brazil;
  6. In the case of Brazilian candidates: be up to date with their obligations with the Brazilian Electoral Justice;
  7. In the case of Brazilian male candidates: be up to date with the Brazilian military service.

5.     Registration

5.1 Applications should be addressed by e-mail to the e-mail address [email protected]. The heading of the message must be: “Job Position Opening SAD-2024 - [Name of the candidate]”.

5.2 Those interested in applying for the selection process must attach the following documents to the application:

  1. registration form, available on page https://www.gov.br/mre/pt-br/embaixada-baku
  2. detailed curriculum vitae; 
  3. copy of identity document;
  4. copy of basic education certificate(s);
  5. valid professional driver's license;
  6. proof of professional experience, with names and contact information of former employer;
  7. a copy of any relevant specialization certificates, including but not limited to support services;
  8. recommendation letter(s) from previous employer(s), if any;
  9. in the case of non-Azerbaijanis, a document proving the regular status of residence in Azerbaijan that allows them to exercise a paid professional activity, issued by the State Migration Service (with proof of registration in the Azerbaijani social security system);
  10. negative certificate of criminal record valid, issued no more than 3 months before the date of submission of the documentation;
  11. 3x4 cm format photograph, with even lighting on the face, no glasses, and white background;
  12. certificate of registration on the Azerbaijani social insurance system (or a signed declaration that the applicant meets the necessary requirements to be enrolled in the social security system of the Republic of Azerbaijan, if he/she does not have previous work experience);
  13. For Brazilian candidates, also:

i) statement of awareness that this job is not related to any government job or function governed by the Brazilian legal system (contained in the application form);

ii) valid Brazilian passport;

iii) voting Compliance Record (http://www.tse.jus.br);

iv) compliance with military service by providing record of enrolment in, or discharge from military service for Brazilian male applicants up to the age of 45 (Decree 1570, Art. VII, §2).

5.3 Candidates approved and invited to occupy the vacancy announced by this Notice must submit the original version of all documents mentioned in item 5.2 and, additionally, the following documents:

a) Certificate (in Portuguese or in English) proving physical and mental fitness, issued by an official institution or doctor; and

b) Declaration (in Portuguese or in English) that the applicant is not a public servant, active or inactive, in the federal, state and municipal levels in Brazil.

5.4. Applications received by the deadline of September 20, 2024 will be considered valid.

6.     Selection Process

6.1 Preliminary phase: this will consist of verification, considering the documents submitted with the application of the candidate’s eligibility for the job. All candidates whose mandatory documents listed in item 5.2 of this Notice are received through the informed email by the aforementioned date will be summoned to the first phase. A list of candidates called to participate in the first phase will be published by September 23, 2024.

6.2 First phase – Written test: a written examination will be administered in person to assess knowledge of driving regulations, safety protocols, general support assistant duties, and the English and Azerbaijani languages. The first phase of the selection process will be held on preferably by September 26, 2024, and the location will be published on the website of the Embassy. Candidates who obtain a minimum score of seventy percent of the maximum mark will be admitted to the next phase. The results of the first phase will be published, preferably, by September 27, 2024. Candidates may, if they wish, request access to the correction of the exam papers and lodge an appeal by September 30, 2024.

6.3 Second phase – Practical driving test and interview: The second phase will assess candidates' practical driving skills, English language proficiency, and include an interview. This phase will be held from October 1, 2024, at the Embassy of Brazil (62 Uzeyir Hajibeyov Building). The exact time will be communicated directly to those who passed the first phase. This phase concludes the selection process, and the final results will be published on the website https://www.gov.br/mre/pt-br/embaixada-baku, preferably by October 8, 2024

6.4 In case two or more candidates have the same results, the candidate with better knowledge in the Portuguese language will be selected.

7.     Validity Period of the Selection Process

7.1 This selection process will be valid for 12 months as of the date of the announcement of the final result. Candidates considered suitable may be employed when there is a vacancy in the job category they applied for, within the referenced validity period.

8.     Hiring

8.1 The hiring of the approved candidate will be conditional on presentation of the original documentation mentioned in items 5.2 and 5.3 of this Notice.

9.     Probationary period and duration of contract

 9.1 Once the employment contract is signed, the contractor will be subject to a probationary period of 3 (three) months. The duration of the contract will be one year, extendable upon interest of both parties.

10.     General Provisions

10.1 The dates set forth in this Notice may be changed at the discretion of the Selection Committee. In case of changes, they will be informed on the website https://www.gov.br/mre/pt-br/embaixada-baku

10.2 Those interested in information not contained in this Notice may obtain it through the e-mail address provided in Section 5.

10.3 Cases of omission will be decided by the Selection Committee.
